Legislation, House Concurrent Resolution 89 (HCR89), expressing support for the bitcoin economy in Texas, was introduced in the state House of Representatives on Monday by Representative Cody Harris. The concurrent resolution must be approved by both the state House and Senate, but has no force of law.
The resolution states:
Individuals who own Bitcoin should be protected under Article I, Section 9 of the Texas Constitution, “The people shall be secure in their persons, houses, papers and possessions, against all unreasonable seizures or searches,” and this rights should extend to digital possessions such as cryptocurrency.
In addition, the resolution is intended to get backing from the state legislature to protect “individuals who code or develop on the bitcoin network,” as well as bitcoin miners “to secure the Texas bitcoin network . are welcome to “seek all forms of energy.
The resolution adds: “Individuals mining bitcoin in Texas will never be inhibited by any law or resolution that restricts their actions to secure the bitcoin network for the safety of virtual currency.”
In addition, the resolution states:
No citizen of Texas shall be deprived of the right to own bitcoins, and all bitcoin owners shall have the immunity granted by strong expenditures to censor bitcoin or undue interference from any state agency
