Report: Terra Co-Founder Do Kwon Plans to Appeal Detention Extension After Arrest in Montenegro

According to the Montenegrin newspaper Vijesti, Do Kwon (aka Kwon Do-hyung), co-founder of Terraform Labs, is appealing a detention extension ordered by the Montenegrin court. He is appealing. Kwon was arrested on March 23, 2023, at the Podgorica airport in Montenegro after being caught traveling with a fraudulent identification card.

Three days ago, Montenegro’s Interior Minister Filip Adzic announced on Twitter that Do Kwon, co-founder and CEO of Terraform Labs, was arrested Thursday on charges of presenting a forged identity document.Kwon’s whereabouts have been unknown for some time, and he may be in Singapore or in Dubai.

Montenegrin police said Kwon’s fraudulent documents originated in Costa Rica and Belgium. According to the Montenegrin newspaper Vijesti and local media Mr. Kwon’s lawyers are seeking to appeal the 30-day extension of his detention. Mr. Kwon faces multiple legal challenges abroad, including an investigation in South Korea and multiple lawsuits in the United States.

According to the report, Kwon’s detention for his crimes is normally limited to 72 hours, but the court granted the extension because Kwon is a flight risk. Montenegrin prosecutors said that the identities of Kwon and his companion have not been fully confirmed, and that foreign prosecutors, including those in South Korea, are seeking Kwon’s extradition.Two days ago, a South Korean spokesman announced that prosecutors are taking steps to “extradite Kwon Do Hyun.” Kwon’s lawyers and a Vijesti reporter said the appeal would be filed this week.
